Description
Position Summary: Under general supervision of the Assessor performing a wide variety of tasks including maintain and updating property assessment records for the Township, mandatory fieldwork to assist the Assessor, filing, typing, computer data entry, word processing, excel spreadsheet development, scanning, answering phones in addition to responding to walk-in requests and assisting other departments as necessary.
This is a full-time position, Monday through Friday, 9am-5pm.
Primary Job Duties:
1) Residential Appraisals:
- Assisting in performing residential appraisals including on site field reviews
- Inputting changes in BS&A software
- Editing sketches in Apex
- Uses Pivot Point software in the field
- Performs physical inspections of new construction and existing structures
- Obtains physical measurements and evaluates construction qualities and features to determine class and value of property for assessment purposes
- Monitors real estate market activity and property improvements through ongoing review of documentation such as Property Transfer Affidavits, deeds, building permits, and other information related to property transfers or improvements as well as physical inspection
2) Annually print and prepare all Assessment Change Notices for timely mailing to residents
3) Personal Property:
- Assist in canvassing the Township for businesses that are new or no longer in business
- Assist in sending out tenant lists
- Print, fold, stuff and mail personal property statements in December
- Assist Treasurer to set a jeopardy tax
- Assist in processing and researching statements
4) Land Use Permits:
- Assist in review and approval of all land use permits before issuance
- Importing permits into BSA
- Assist in sketching out new construction
5) Addressing:
- Assist in working with County to make sure all the new addresses are entered
6) Special Assessments:
- Assist in preparation of labels for property addresses and property owners addresses for hearings and mailings
7) Refuse:
- Pro-rate refuse amounts for new construction and code in BSA
- Balance refuse roll with Treasurer
Essential Job Functions:

- Continuously review properties and enter corresponding data into BS&A to confirm assessable property on the tax roll
- Provides the general public and taxpayers with information in responding to their inquiries and interpretation of applicable State Tax Commission laws
- Responds to public inquiries by phone, mail, email, or in person as operational needs dictate. Assists the public, real estate professionals, municipal professionals, and other governmental agencies with researching and understanding assessment policies, procedures, and records
- Establishes and maintains cooperative relationships with coworkers, departments, citizens, elected officials, community and business interests, peer agencies, and related interests
- Ability to communicate and present ideas and concepts verbally and in writing
- Assisting the Assessor with appraisals of Commercial/Industrial properties
- Prepares the March, July and December Boards of Review petitions as well as helping Board members with questions concerning subject properties
- Assisting in examining building plans regarding residential construction and makes approvals or denials based on information given while working closely with zoning officials to ensure accuracy of permitted work requested
- Computes building and land areas, depreciation and class of buildings for determining Residential assessed valuation, uses Apex Software to sketch land, buildings and other improvements located on property; enters corresponding data into BS&A to confirm assessible property on the tax roll
- Complies with Michigan State Tax Commission’s (STC) standards in order to conform with the PA 660 Audit
- Demonstrates extensive knowledge in property tax administration including but not limited to PTA’s, PRE’s, Disabled Veteran’s, Poverty Exemptions, and Transfers of Ownership
- Reviews and corrects legal(tax) descriptions for taxpayers as needed
- Demonstrates proficiency with BS&A Software, ArcGIS, Microsoft Office Suite, Apex Software, and Pivot Point Software
- Adheres to all CAMA Data Standards as put forth by the STC
- Continuing Education to maintain certification
Requirements
Qualifications:
- Possession of a Michigan Certified Assessing Officer (MCAO) or Michigan Advanced Assessing Officer (MAAO) Certification by the State Tax Commission (STC)
- High School Diploma/GED
- A Valid Michigan Driver’s license
- Knowledge of assessments and the functions of the Assessing Department highly desirable
- Above average skills in Microsoft Office. Experience using ArcGIS and BS&A software highly preferred
- Ability to exercise good judgment, take initiative and be resourceful in assisting the public, elected officials, community leaders, and other employees
- Effective communication, critical thinking, problem-solving, and active listening skills
- Highly motivated self-starter who is able to effectively multi-task, and interpret and follow oral and written instructions with attention to detail
- Ability to professionally communicate information and ideas verbally and in writing
- Ability to work in the United States without sponsorship.
